Philippine Organisations Accelerate AI Adoption but Face Talent Shortages Aon Study Shows

Aon plc released Philippines-specific findings from its inaugural Human Capital Trends Study on July 1 highlighting accelerating artificial intelligence adoption alongside significant talent and alignment challenges. The professional services firm reported that 72 percent of organisations in the country have already deployed AI or are running pilot programmes while 94 percent anticipate the technology creating new roles and fundamentally reshaping skill requirements. Only 17 percent of those organisations however say they can recruit and retain sufficient AI-skilled talent underscoring a disconnect between strategic ambition and workforce readiness that could limit gains. Rahul Chawla partner and head of Talent Solutions in Southeast Asia for Aon said in the statement that organisations in the Philippines are taking meaningful steps to prepare their workforce for the future through AI adoption and skills investment.

The study identified strong foundations in workforce data with 53 percent of organisations reporting high levels of HR data maturity often supported by benchmarking sources such as Aon’s Radford McLagan Database. This capability has yet to fully convert into improved outcomes as only 20 percent maintain a clearly defined and widely understood employee value proposition. Such gaps restrict the ability to link data insights directly to stronger engagement retention and performance metrics. The firm noted that converting this data maturity into actionable talent strategies remains a core priority for sustaining momentum.

Organisations expressed confidence in their people strategies yet notable shortfalls appear in execution and visibility. Seventy-seven percent believe their wellbeing programmes meet workforce needs but only 25 percent report strong and visible leadership commitment to those initiatives. A parallel disparity exists in benefits where 71 percent of employees place high value on customised options while just 9 percent indicate they actually receive such personalisation. These imbalances between intent and delivery risk undermining the very investments organisations are making in employee experience.

Pay transparency practices lag further with only 13 percent of organisations describing their approaches as mature and 55 percent having conducted no recent compensation benchmarking. The resulting limitations may weaken competitiveness for in-demand skills at a time when demand continues to intensify across technology-driven sectors. Cris Rosenthal strategic advisory lead for Human Capital capabilities in the Philippines for Aon stated in the announcement that organisations are making meaningful investments in benefits and employee experience with an opportunity to further strengthen clarity personalisation and communication.

The Philippines’ business process outsourcing sector which employs approximately 1.9 million workers and accounts for roughly 8 percent of national GDP according to industry estimates stands at the forefront of these AI-driven shifts. The International Labour Organization has reported that more than one-quarter of total employment equivalent to 12.7 million positions faces exposure to generative AI marking the highest rate among ASEAN countries. Rather than widespread displacement the exposure primarily signals task automation and job transformation with new roles emerging in areas such as AI prompt engineering training quality control and ethics. Customer Xperience Association of the Philippines leaders have emphasised that targeted upskilling will allow the sector to evolve toward human-led AI-powered models.

The Aon assessment surveyed 2,361 business HR and people leaders globally including 504 respondents from Asia-Pacific markets such as the Philippines. It frames three immediate priorities for organisations converting data maturity into coherent workforce strategies strengthening pay transparency and benchmarking to attract scarce talent and better aligning benefits design with employee expectations through personalisation and clearer communication. The findings arrive as the Philippines consolidates its position as a regional services and talent hub where effective execution of technology and human capital plans will determine long-term competitiveness.
