The arrangement reflects intensifying cooperation between Oman and Chinese investors routed through Hong Kong as the sultanate seeks to diversify its economy. Templewater has already partnered with the Oman Investment Authority on successive funds targeting energy transition and now innovation sectors, with the physical presence at the headquarters marking a new level of integration. According to the report, the move follows earlier financing agreements and comes as both sides expand ties in artificial intelligence along with advanced manufacturing.

In September the authority committed 25 percent of the capital for the Templewater Innovation Fund during the Belt and Road Summit in Hong Kong, according to Muscat Daily. Half the fund’s total capital, understood to target around 150 million dollars overall, is directed toward investments inside Oman spanning artificial intelligence, data science, new energy and health sciences. The vehicle operates under Hong Kong’s Enhanced Innovation and Technology Venture Fund programme that matches government-backed capital with private managers such as Templewater.

The latest step builds directly on a 200-million-dollar energy transition fund launched the previous year with the OIA-managed Future Fund Oman, which focused on renewables, green data centres and clean molecules. Templewater opened its own office in Muscat in 2025 to support those activities and has since deepened involvement across Omani strategic sectors. Intelligence Online noted that locating operations inside the sovereign wealth fund’s building itself signals the strength of the relationship that has developed.

Oman Investment Authority data and statements show the fund pursues an “Omani Angle” strategy across its international commitments to ensure overseas investments generate technology transfer, expertise and domestic economic returns in addition to financial gains. Muneer bin Ali Al Muneeri, deputy president for operations at the authority, has said it seeks to leverage such partnerships to connect global opportunities with national needs and multiply their impact. The approach has guided multiple vehicles with Asian partners since the launch of Oman’s Vision 2040 economic diversification blueprint.

Private Equity International figures place the Oman Investment Authority’s assets under management at more than 53 billion dollars, with Asia viewed as a priority region for its private equity allocation. Trade between China and Oman approached 30 billion dollars last year, prompting the authority to open a representative office in Hong Kong and pursue further joint platforms. RTHK reported that OIA executives have held regular meetings with Chinese entrepreneurs exploring entry into the Gulf market through Omani partnerships.

Earlier collaborations have extended into space technology and semiconductor discussions, according to separate Intelligence Online reporting on Omani-Chinese dealings. The authority continues to evaluate additional platforms linking Oman with Central Asia and Chinese capital as part of its broader outreach. These initiatives align with efforts to position Oman as a regional hub for innovation and sustainable projects.
