Qatar’s MOCI Integrates Dukhan Bank into Single Window for Faster Business Setup

The Ministry of Commerce and Industry announced the signing of a cooperation agreement with Dukhan Bank to incorporate the lender’s offerings into the ministry’s Single Window platform as part of efforts to strengthen public-private integration and upgrade services for investors. The pact was inked by Mubarak Abdulrahman Al Khelaifi, director of the Single Window Department at the ministry, and Ahmed Abdulaziz Al Emadi, general manager and head of wholesale banking at Dukhan Bank. In a statement, the ministry said the arrangement permits eligible investors to open accounts directly through the platform in compliance with relevant laws and procedures while expediting registrations and diminishing reliance on manual processes.

The ministry’s statement added that the integration delivers a more efficient digital experience that reduces paper-based transactions for those establishing companies in Qatar. It further noted that the deal highlights Dukhan Bank’s commitment to Sharia-compliant innovative banking solutions that advance digital transformation and improve the overall business environment. The ministry indicated this marks the first such agreement with an Islamic bank and forms part of a broader push to expand similar banking partnerships.

Mubarak Abdulrahman Al Khelaifi said the agreement with Dukhan Bank is one in a series of partnerships the ministry is pursuing with banks in Qatar to deepen financial sector cooperation and ease procedures for investors seeking to set up companies via a unified digital system. He added that the initiative will bolster the Single Window as the primary government portal for business formation and services. Al Khelaifi stated that it aligns with objectives to enhance the investment climate, foster business growth and increase the national economy’s competitiveness, diversification and sustainability in line with Qatar National Vision 2030.

Ahmed Abdulaziz Al Emadi said Dukhan Bank is proud to be the first Islamic bank to conclude such a cooperation agreement with the ministry for providing account opening services through the Single Window platform. He described the partnership as an important milestone in the bank’s work to create integrated digital banking solutions that simplify company establishment and enhance the journey for investors and entrepreneurs. Al Emadi added that the collaboration underscores the value of public-private partnerships in raising service efficiency and reinforcing the competitiveness of Qatar’s business environment while contributing to national digital transformation goals under Qatar National Vision 2030.

The Single Window platform has seen prior upgrades that according to a 2023 ministry announcement reduced procedural steps for company registration and enabled certain businesses to begin operations within a single day after receiving approvals from multiple government entities including the ministries of Labour, Justice and Interior. The ministry’s e-services description places the platform as a central digital hub that connects its systems with those of other licensing authorities to support investors from planning through registration and ongoing compliance. These developments have contributed to a more automated investor journey across different business phases.

The latest agreement with Dukhan Bank builds on these foundations as the ministry continues to pursue additional banking partnerships to deliver a wider array of unified digital services for company establishment and investor support. Such measures form part of sustained efforts to modernise the business regulatory framework in Qatar according to successive ministry updates on platform enhancements. The ministry has positioned the Single Window as a key tool in promoting a more accessible and efficient environment for both local and international investors.
