Kuwait and the Maldives first established diplomatic relations on December 1, 1977, an overview of Kuwait’s foreign relations shows. The pair have since coordinated positions in multilateral arenas that include the United Nations and the Organisation of Islamic Cooperation. These links have supported periodic contacts at senior levels over subsequent decades.

Maldives Media Television reported that the two governments signed two memorandums of understanding in May 2025 after the then-Maldivian foreign minister conducted official talks in Kuwait. Those meetings marked 48 years of diplomatic relations between the sides. The June telephone discussion continues the pattern of follow-up engagements that seek to operationalize earlier commitments.

A development co-operation profile by the Organisation for Economic Co-operation and Development details Kuwait’s assistance activities that extend to small island developing states. The OECD assessment found that Kuwait has positioned itself to strengthen its international economic role through such targeted support. Profiles indicate these efforts have informed partnerships with countries facing comparable environmental and economic considerations.

The Ministry of Foreign Affairs of the Maldives has described relations with Kuwait as excellent in its public statements. Comparable language appears in Kuwaiti diplomatic communications on the bilateral file. The latest call adds to a series of interactions that both sides have used to maintain alignment on shared priorities.
