Official sources placed the total value of investment proposals secured during the UAE outreach at Rs 243,162 crore, with the initiatives expected to generate 618,725 jobs once implemented. The campaign, which ran from September 9 to 11 across Abu Dhabi and Dubai, produced eight memorandums of understanding along with 16 investment intents for a combined 24 proposals. Day one in Abu Dhabi accounted for Rs 210,500 crore while subsequent sessions added Rs 8,417 crore on day two and Rs 24,245 crore on day three in Dubai.
Chief Minister Mohan Charan Majhi led the delegation that conducted 52 business meetings, including 46 one-to-one investor sessions and six round-table discussions, the state government reported. The events drew more than 400 participants from UAE-based investors, global companies, sovereign funds, Indian diplomats and the Odia diaspora. Majhi used the platform to position Odisha as a strategic partner for supply chain integration and technology collaboration.
Sectoral interest showed green energy drawing proposals worth Rs 18,000 crore while chemicals and petrochemicals followed at Rs 5,102 crore, according to the official tally. Additional commitments targeted information technology and electronics system design and manufacturing at Rs 4,020 crore, logistics and infrastructure at Rs 1,600 crore, and agro and food processing at Rs 1,100 crore. Smaller proposals covered ship repairing, circular economy initiatives, aluminium downstream projects, steel, rare earths and engineering.
Specific agreements included an MoU with CAZBAA Project Ventures FZCO for an LNG storage facility involving Rs 1,100 crore, state officials said. Rana Holdings Limited signed pacts encompassing green energy, artificial intelligence data centres and rare earths with a combined value of Rs 18,000 crore. These deals formed part of broader discussions that also explored tourism, fertilisers, metals and critical minerals.
The outreach supports Odisha’s target of building a $500 billion economy by 2036 and expanding to $1.5 trillion by 2047, a goal the chief minister highlighted in meetings with UAE counterparts. Gulf News reported that Majhi described the UAE as a gateway to Middle East, African and global markets during an exclusive interview. The campaign builds on an earlier $11.5 billion aluminium complex joint venture between Abu Dhabi’s International Holding Company and the Adani Group that is expected to create more than 53,500 jobs.
State industries officials presented opportunities in port-based parks, shipbuilding, dedicated rare earth corridors and chemical clusters throughout the sessions. The Hindu BusinessLine noted that the programme emphasised export-led growth through technology transfer and value chain development. Majhi told participants that long-term partnerships would transform Odisha’s industrial base while creating employment across the state.
