MoHAP Showcases Bayan System at Dubai Health Expo for Data-Driven Governance

The Ministry of Health and Prevention showcased its new Enterprise Data Warehouse and Disease Registry System called Bayan at the World Health Expo in Dubai during February 2026, as part of the Emirates Health Platform that unites federal and emirate-level health authorities. The initiative creates a centralized national repository by integrating data electronically from public and private healthcare providers, covering services, priority diseases, vital statistics and key indicators while employing interactive dashboards and artificial intelligence to generate predictive models for policymakers. According to a Gulf News report, the project aims to convert raw health data into strategic tools that support evidence-based planning and long-term foresight across the sector.

The Bayan system maintains records for more than 10 disease registries that address cancer, diabetes, cardiovascular conditions, mental health and disabilities, alongside workforce and resource details such as facility licensing, professional credentials and hospital bed capacity. It further aggregates vital statistics including births, deaths, immunisation coverage and communicable disease notifications, all connected through strategic partnerships with the Emirates Health Services Establishment, Dubai Health Authority, Department of Health Abu Dhabi, Sharjah Health Authority, other federal bodies and private stakeholders. These elements feed into annual national statistical reports and health indicator analyses processed via advanced analytics, with findings delivered through more than 45 interactive digital dashboards that track over 300 diverse metrics, a Gulf News report stated.

Dr Hussain Al Rand, Assistant Undersecretary for the Public Health Sector at the ministry, said the launch of Bayan under the Emirates Health Platform represents a paradigm shift in national health information management. “We have successfully built an integrated national system for managing health information that directly supports the Ministry’s strategic objectives,” Al Rand stated. He added that the project provides a decisive solution to longstanding challenges related to data fragmentation and inconsistency, enabling unprecedented quality and reliability while reducing the time to produce statistical reports and supporting the goals of the We the UAE 2031 vision and the UAE Centennial 2071.

Dr Alia Al Harbi, Director of the Statistics and Research Center at the ministry, described the Disease Registry System as an essential component of the broader Enterprise Data Warehouse, collecting priority disease data nationwide through electronic links with public and private entities. All information undergoes rigorous filtering and assessment against internationally recognised standards before entering the central database, she explained in remarks reported by Gulf News. Al Harbi noted the platform already features more than 45 interactive dashboards and over 300 health indicators spanning sustainable development goals and the national health workforce account, with the next objective being fully self-driven reports powered by machine learning to strengthen its role as a trusted reference for accurate data.

The system builds upon earlier UAE efforts in health data centralisation, including the national cancer registry established by the ministry in 2014, which according to the World Health Organization’s Eastern Mediterranean Region office has shown breast, colorectal and thyroid cancers as the most common types with cancer ranking as the third leading cause of death. A Knowledge Sourcing Intelligence analysis found the UAE electronic health records market is expected to expand at an 11.3 percent compound annual growth rate from 2026 to 2031, rising from $419.4 million to $717.1 million, driven by high chronic disease burdens such as diabetes that affected 1.274 million adults in 2024 at a prevalence rate of 20.7 percent. Bayan addresses these challenges by delivering disease hotspots, workforce insights and unified registries that enhance overall healthcare management, the ministry indicated through its expo presentations.

Organisers of the World Health Expo, which ran from February 9 to 13 2026 at venues including the Dubai Exhibition Centre, said the event attracted more than 270,000 healthcare professionals and 4,800 exhibitors from over 180 countries. On the sidelines of Bayan’s unveiling, the Emirates Health Platform conducted workshops on behavioural insights that combine artificial intelligence and big data to tailor public health messaging, as well as sessions on the National Health Adaptation Plan that applies risk-based methodologies to climate-related illnesses including respiratory and cardiovascular conditions. Additional activities included discussions on integrative medicine education, patient experience innovation and the signing of multiple memoranda of understanding between health entities and partners such as the Emirates Drug Establishment, ISPOR, Fatima College of Health Sciences, Digital Dubai and the UAE Cyber Security Council.

Operating under the Emirates Health umbrella, the collaborating bodies encompass the Ministry of Health and Prevention, the Emirates Drug Establishment, the Department of Health Abu Dhabi, the Dubai Health Authority, the Sharjah Health Authority and the Emirates Council for Integrated Medicine, each contributing within its mandate toward unified national health priorities. The platform’s approach emphasises interoperability and data governance as foundations for sector readiness, with future enhancements focused on real-time, autonomous reporting capabilities to further agility in responding to emerging trends. Gulf News reported that these developments collectively position the UAE to maintain leadership in evidence-based health system advancement.
