The Oman Investment Authority announced that the agreements, signed in the presence of Sultan Haitham bin Tarik at the Oman-China Investment Partnership Horizons Forum in Beijing, encompass joint investment funds, industrial projects, renewable energy, mining, logistics, digital transformation and space technology. According to the authority, most of the initiatives will be based in Oman while creating opportunities for Omani firms to expand into Chinese markets. The Oman News Agency reported that the package builds on existing bilateral economic cooperation and aligns with priorities in the sultanate’s development plans.
A preliminary term sheet with China’s Silk Road Fund establishes an $800 million joint investment vehicle, with the bulk of capital directed toward projects in Oman and the balance allocated to China and other emerging markets. The Oman Investment Authority also reached a term sheet with China Merchants Bank for a second $300 million fund, funded equally by both sides, that extends a 2019 partnership initially focused on Chinese technology investments. These two funds alone account for a significant share of the day’s announcements and are designed to channel sustained capital flows into strategic Omani sectors.
Additional fund agreements include a $200 million vehicle with IDG Capital for diversified Omani investments, a roughly $260 million partnership with Templewater targeting clean energy and technology, and an approximately $275 million arrangement with eWTP Arabia Capital that includes dedicated Oman allocations. In the energy domain, the authority signed a $100 million term sheet with BCG and Hoymiles to develop solar power projects in Oman and construct a manufacturing plant for solar transformers serving regional markets. The Oman Observer noted that these steps aim to import advanced technologies while expanding the local industrial base.
Minerals Development Oman concluded a 10-year, $418.7 million integrated mining services contract with Hongda International for the Mazoon Copper and Gold Project in Yanqul. The agreement covers open-pit operations including drilling, loading, hauling, ore transport, waste rock management, road construction and provision of operational facilities. According to the Oman News Agency, the contract forms part of broader efforts to develop the sultanate’s mining sector with international partners.
Nama Holding and State Grid International Development Limited signed a framework agreement for battery energy storage projects in Duqm and Ibri with a combined capacity of one gigawatt and an estimated value of $1 billion. The facilities would connect to Oman’s main electricity transmission network to support grid stability and greater integration of renewable sources. The Oman Investment Authority described the storage initiative as a key component of the overall investment package.
Separately, the Central Bank of Oman and the People’s Bank of China signed a local currency swap agreement while 14 additional memoranda of understanding covered green development, artificial intelligence, space applications, BeiDou navigation, digital economy regulation and sanitary requirements for Omani date exports to China. The Oman Observer reported that Chinese direct investments in Oman have already exceeded 33 billion yuan in recent years, providing a foundation for the expanded partnership. These accords were signed on the sidelines of the same state visit that produced the investment announcements.
