ADNOC, XRG and Masdar Sign German Pacts to Unlock Over €5 Billion in Investment

ADNOC, XRG and Masdar announced a series of agreements with German firms including RWE, SEFE, MB Energy, Covestro, Siemens Energy, Siemens Industrial and Bosch Middle East during the state visit by UAE President Sheikh Mohamed bin Zayed Al Nahyan to Germany on September 11, 2026. The pacts span liquefied natural gas supply, gas infrastructure, renewable energy projects, low-carbon ammonia chains, advanced materials and technology collaboration, according to a statement from ADNOC. Together the deals have the potential to enable more than €5 billion of investment while combining UAE energy expertise and capital with German industrial and technological strengths.

The agreements build on more than €20 billion already invested by the three UAE entities in Germany’s energy and industrial sectors, ADNOC’s statement said. These prior commitments include XRG’s €14 billion investment in chemicals producer Covestro and Masdar’s stake in the Baltic Eagle offshore wind farm, which generates enough renewable electricity to power approximately 475,000 German homes. The new deals follow the broader announcement of €40 billion in intended long-term UAE investment in Germany.

Under one pact ADNOC and RWE Supply & Trading signed a letter of intent to advance up to two long-term LNG sales and purchase agreements, ADNOC reported. The parties will work toward deliveries into Germany, Europe and Asian markets from ADNOC Gas and XRG’s growing LNG portfolio that includes projects in Ruwais, Das, Rio Grande, Mozambique and Argentina, with initial supply expected in the early 2030s. ADNOC and XRG also agreed with SEFE to assess potential collaboration on gas supply, infrastructure, logistics and portfolio optimisation to support long-term European energy security.

In the renewables area Masdar and RWE signed an agreement to consider joint participation in future German offshore wind auctions while Masdar and Luxcara established a strategic partnership to explore joint investments in offshore wind and battery storage projects in Germany and wider Europe, according to the ADNOC statement. Fertiglobe, an ADNOC subsidiary, reached an agreement with Covestro and MB Energy to explore collaboration supporting low-carbon ammonia supply chains into Germany. ADNOC additionally signed strategic collaboration agreements with Bosch Middle East, Siemens Energy and Siemens Industrial to explore advanced technology and artificial intelligence opportunities.

Reuters reported that the UAE pledged the €40 billion investment package during a meeting between Sheikh Mohamed and German Chancellor Friedrich Merz, on top of roughly €34 billion in existing UAE investments. The two leaders welcomed 29 separate business-to-business agreements between UAE and German companies worth more than €9 billion, the news agency said. Bilateral non-oil trade reached $15.5 billion in 2025, an increase of more than 14 percent from the prior year, while cumulative investment flows between the countries exceeded $10 billion from 2021 to 2025.

The partnerships extend a strategic relationship that has seen German Chancellor Friedrich Merz visit ADNOC headquarters earlier in 2026, where further energy cooperation frameworks were discussed. ADNOC Managing Director and Group CEO Sultan Ahmed Al Jaber, who also serves as Executive Chairman of XRG and Chairman of Masdar, stated in the announcement, “The UAE and Germany are building on decades of trusted partnership to advance economic growth and shared prosperity for the long-term.” The latest accords align with efforts to bolster energy security, industrial competitiveness and technological innovation between the two economies.
