The discussions with Abdulla Bin Touq Al Marri, who also serves as chairman of the Council of International Investments, centred on deepening economic cooperation and exploring fresh investment avenues in Odisha. Majhi outlined the state’s investor-friendly policies, abundant natural resources and expanding infrastructure network while extending an invitation to UAE entities to partner in strategic areas. Officials from the accompanying delegation reported that the talks built directly on momentum from the first day of the visit in Abu Dhabi.
In Abu Dhabi on September 9, Majhi led engagements with the International Holding Company and the Adani Group that produced interest in 14 distinct projects, according to the state government. Those proposals carry a combined investment potential of Rs 2.105 trillion and are expected to create around 868,200 jobs once implemented. The state government breakdown lists 190,000 direct on-site positions, 400,000 indirect roles and 278,200 construction-related opportunities.
Sectors highlighted during the outreach include metallurgy together with downstream metals processing, food and seafood production oriented toward exports, and the development of port-based industrial and logistics parks. Additional focus areas encompass shipbuilding facilities, dedicated rare earth mineral corridors, slurry pipeline systems and large-scale chemical and petrochemical complexes, the industries department stated. The presentations emphasised value addition, technology adoption and integration into global supply chains.
Chief Minister Majhi stressed the importance of forging durable partnerships that deliver employment and industrial upgrading. He said Odisha offers a unique combination of natural resources, industrial capabilities, strategic location and a growing infrastructure ecosystem. Industries Minister Sampad Chandra Swain told participants that the government remains committed to converting expressed interest into operational projects that benefit local communities.
The current visit advances an earlier memorandum with the International Holding Company for an integrated aluminium complex valued at $11.5 billion that involves Adani Enterprises. Officials reviewed progress on land allocation for an alumina refinery in Rayagada district and an aluminium smelter in Sundargarh district during the Abu Dhabi sessions, according to the chief minister’s office. That project forms part of a broader pattern of UAE-India industrial collaboration that has accelerated since the 2022 comprehensive economic partnership agreement between the two countries.
Further one-on-one meetings with industry leaders and a dedicated Odisha investors’ meet are scheduled in Dubai on September 11, the delegation schedule shows. The program also includes outreach to the Indian business and professional community resident in the UAE. The engagements align with the trajectory set by the India-UAE Comprehensive Economic Partnership Agreement that entered into force in 2022, which a commerce ministry assessment found had helped non-oil bilateral trade exceed 76 billion dollars in 2025. Majhi, accompanied by Chief Secretary Anu Garg and senior officials from the industries department and IPICOL, is due to return to India on September 12.
