It builds on a bilateral defence pact that Saudi Arabia and Pakistan concluded in September 2025, according to previous reporting by the news agency. Turkey had sought membership in that earlier arrangement as it looked to deepen ties with the Gulf states.

The pact comes as the Middle East faces escalation from the US-Iran conflict and repeated Houthi attacks on Saudi territory that have disrupted shipping through the Red Sea and Strait of Hormuz, multiple outlets including AFP reported. Saudi Arabia has faced direct missile threats while Pakistan has contributed military support to Riyadh in the past, according to regional security assessments. Turkey maintains one of NATO’s largest militaries and has expanded its defence industry in recent years.

A joint statement released after the Mecca ceremony underlined the shared commitment of the three Sunni-majority nations to collective security measures. The participants included senior civilian and military leaders from each country who witnessed the formal signing. Officials have not yet disclosed timelines for implementation or specific areas of military collaboration.

Earlier coverage by Bloomberg in January 2026 noted Turkey’s interest in expanding the Saudi-Pakistani security framework into a broader trilateral arrangement. The current agreement reflects months of diplomatic coordination that intensified as regional threats mounted, according to sources cited by Reuters.
