GCC’s Push for Sovereign AI Turns to the Operational Layer for Critical Infrastructure

Gulf Cooperation Council countries have directed large-scale investment into AI data centers, compute infrastructure, and foundation models. A parallel focus is emerging on the systems that apply AI directly to the operation of physical assets in energy, ports, logistics, aviation, and major construction projects.

These operational environments require consistent handling of thousands of high-stakes decisions daily. Operators in these sectors manage assets and processes where downtime or suboptimal choices carry significant costs or safety implications. Regional analyses have noted that while adoption of AI tools is increasing, translating pilots into scaled, production-level systems remains a challenge.

One company working in this area is 1001, founded in 2025 with headquarters in London and the GCC. It develops a platform that builds live models of operational assets, processes, and dependencies. The system is designed to support earlier identification of issues and more consistent decision-making while keeping ownership and governance of the AI within the operating entity.

On June 30, 2026, 1001 announced a $30 million Series A round led by Lux Capital, with participation from Sanabil Investments and others. The funding followed a $9 million seed round completed in October 2025. The company has stated that proceeds will support expansion of its engineering team and commercial activities in GCC markets. Its first planned customer deployment is in the construction sector by the end of 2025.

Founder and CEO Bilal Abu-Ghazaleh, previously at Scale AI, has described the need for systems that deliver measurable results in environments where operators cannot afford loss of control. Investors in the recent round have pointed to the alignment with efforts to build local capability for managing critical infrastructure.

McKinsey has previously estimated that broader AI adoption could contribute up to $150 billion to GCC economies. Current discussions in the region address how to move from infrastructure build-out and model development to applications that operate reliably on existing physical systems under local governance requirements.

1001 positions its platform as applicable across ports and logistics, energy, aviation, and industrial operations. Details on specific performance outcomes or additional deployments have not been disclosed.
