Iranian President Masoud Pezeshkian delivered his remarks at the Commonwealth of Independent States summit in Turkmenistan on October 9, 2026. He told assembled leaders that dialogue holds meaning and a chance of success only when based on mutual respect and mutual commitments, and when devoid of pressure and threat. Pezeshkian stated that negotiation conducted in the shadow of force is not negotiation, it is imposition and coercion. The president warned that sanctions on Iran would affect regional trade, connectivity, energy, and order, according to accounts from the gathering.
The comments build on Pezeshkian’s statement earlier in the week that talks with the United States to end the war were worthless. With an enemy that everyday resorts to assassination, sanctions, pressure and threats, and that breaks its commitments, negotiations are meaningless, he said. Pezeshkian added that such engagements had only resulted in renewed attacks on Iran.
The conflict began in late February with US and Israeli strikes on Iran while negotiations on its nuclear programme were taking place, multiple news services reported. A memorandum of understanding agreed in June spelled out a framework for a permanent resolution to the war. Iranian attacks on vessels in the Strait of Hormuz prompted a resumption of US military operations, leading to an impasse that has persisted since the summer.
Indirect talks between the US and Iran on the sidelines of the UN General Assembly failed to produce a breakthrough, according to diplomatic updates. Pezeshkian has called for a final framework to end the war. He accused the United States of trying to impose its policies and views on all countries during his latest address.
The Iranian president attended the CIS summit as a special guest and held separate talks with Russian President Vladimir Putin on the sidelines. Putin pledged that Russia would do all it can to help resolve the situation by peaceful means, according to statements from their meeting. Pezeshkian praised bilateral relations and thanked Russia for opposing US unilateralism.
Pezeshkian also proposed establishing a CIS plus one cooperation framework with Iran to expand collaboration in areas such as transit, energy, trade and technology. He highlighted Iran’s role as a strategic route linking Central Asia to open waters through its southern ports. The proposal came as the president stressed the need for regional countries to focus on connectivity rather than competition amid external pressures.
