Odisha secured investment proposals totalling Rs 2,43,162 crore during Chief Minister Mohan Charan Majhi’s three-day outreach to Abu Dhabi and Dubai, with the agreements carrying potential to generate 618,725 jobs if realised, the Department of Industries reported on Friday. The programme produced eight memorandums of understanding along with 16 investment intents after 26 one-to-one meetings and six round-table discussions, drawing participation from more than 400 UAE-based investors, business leaders and representatives of the Odia diaspora. The concluding investors’ meet in Dubai focused on sectors ranging from green energy and critical minerals to logistics, tourism and advanced manufacturing, building on initial commitments secured earlier in the week.
A state government statement listed CAZBAA Project Ventures FZCO as signing an MoU for an LNG storage facility while Rana Holdings Limited committed to projects spanning green energy, artificial intelligence data centres and rare earth processing with a combined value of Rs 18,000 crore. Sharaf Group entered an agreement covering housing development and PTCL Infrastructure signed for steel and downstream industries, as investment intents arrived from Dalwin Marine, Turbo Power Engineering, Ion Technologies and Agrifields FZCO across ship repair, propellant manufacturing and fertiliser production. The Department of Industries noted that the cumulative proposals also encompassed travel, financial services, processed food and chemicals, reflecting broad interest in Odisha’s resource base and infrastructure.
The outreach opened in Abu Dhabi with a high-level session involving the International Holding Company and the Adani Group that yielded 14 project proposals valued at Rs 2.105 lakh crore, according to the same official release. Subsequent days added Rs 8,417 crore on the second day and Rs 24,245 crore on the third, producing a final tally that the Department of Industries described as evidence of growing UAE confidence in the eastern state’s industrial ecosystem. Officials highlighted Odisha’s ports, competitive energy costs and skilled workforce as central attractions during the 52 total business engagements.
Chief Minister Mohan Charan Majhi presented the state’s evolving industrial policies and emphasis on value addition during multiple sessions, the Chief Minister’s Office stated. Majhi shared on X that the delegation had showcased Odisha’s investor-friendly environment and high-growth sectors while inviting partnerships for long-term development. The statement added that the visit marked Majhi’s second major international investment roadshow, following an earlier engagement that targeted similar technology and manufacturing collaborations.
The three-day mission built upon a memorandum of cooperation signed with the Indian Business and Professional Council in Dubai, which aims to facilitate market linkages and joint ventures between Odisha and UAE entities, according to the Department of Industries. Discussions also advanced an earlier July agreement with International Resources Holding for aluminium sector projects, including potential sites for refining and smelting facilities in Rayagada and Sundargarh districts. The government release emphasised that all proposals remain subject to detailed feasibility assessments, regulatory clearances and final agreements before any implementation begins.
Odisha’s investment outreach coincides with a period in which several Indian states have pursued capital from Gulf sovereign funds and private investors for energy transition and infrastructure initiatives, the state government statement observed. Majhi’s delegation included senior officials who conducted parallel technical sessions on regulatory reforms and project facilitation, ensuring that prospective partners received clear guidance on timelines and support mechanisms. The Department of Industries indicated that follow-up teams would maintain engagement with the shortlisted investors to convert intents into grounded projects over the coming months.
