A Reuters report detailed the Israeli military’s acknowledgment that soldiers fired on the vehicle carrying Rajab as it approached their position in Gaza City, with a tank shell also striking a Palestine Red Crescent Society ambulance dispatched to rescue her. The military’s internal fact-finding assessment reached that conclusion after months of review, prompting the opening of a criminal probe even as rights organizations expressed skepticism about the likelihood of meaningful accountability. The statement marked a significant shift from the military’s initial position shortly after the January 2024 events.

The killing of Hind Rajab became one of the most widely known civilian casualties of the Gaza conflict after audio recordings captured the young girl pleading for help while trapped in the vehicle alongside her dead family members. Her aunt, uncle and three cousins were killed in the initial shooting, according to the accounts shared by the Palestine Red Crescent Society with international media at the time. Contact was lost with both Rajab and the paramedics who attempted to reach her, leaving the scene inaccessible for nearly two weeks.

When Palestinian crews finally reached the location 12 days after the incident, they recovered the bodies of Rajab, her relatives and the two ambulance workers, as reported by multiple news outlets including Reuters in February 2024. The military had at that time asserted no forces were operating in the Tal al-Hawa area and therefore could not have been involved in the shooting or required coordination for the ambulance movement. That assessment has now been superseded by the latest internal review.

Forensic Architecture collaborated with Earshot in 2024 to produce an investigation that used acoustic analysis, satellite imagery and ballistic evidence to determine an Israeli tank was positioned between 13 and 23 meters from the car. Their report concluded that at least 335 bullets were fired at the vehicle, a finding that contradicted the earlier military denial of proximity or involvement. The analysis was later presented to the U.S. Congress and entered into the official record.

In October 2025 the Hind Rajab Foundation issued a documentary titled “The Tip of the Iceberg” in conjunction with Al Jazeera that identified specific Israeli military units and commanders linked to the attack. The foundation followed up by submitting a detailed filing to the International Criminal Court accusing 24 individuals of war crimes related to the deaths of Rajab, her family and the paramedics. Lieutenant Colonel Beni Aharon of the 401st Armored Brigade was among those named in the complaint.

Rights groups monitoring Israeli military justice have consistently found that investigations into fatalities involving Palestinian civilians in Gaza and the West Bank seldom result in convictions. B’Tselem, an Israeli human rights organization, has documented hundreds of such cases over the years where probes either closed without charges or led to minimal disciplinary measures rather than criminal accountability. The latest admission regarding Rajab may test whether the criminal investigation produces a different outcome.
