Hong Kong Financial Secretary Heads to Qatar for AIIB Governors Meeting

The government announcement outlined how Chan will participate in the official Board of Governors session and several thematic discussions during the gathering that runs September 28 and 29 under the theme Tomorrow’s Infrastructure: Impact and Innovation. He is also scheduled to speak at a dedicated session on digital public infrastructure while meeting fellow AIIB governors together with local and international political and business leaders. Chan will return to Hong Kong on the afternoon of September 29 with Deputy Financial Secretary Michael Wong acting in his place during the absence.

AIIB data shows the bank has approved more than 60 billion US dollars in financing for over 300 projects across 38 economies since commencing operations in 2016 with plans to deploy at least another 75 billion dollars by 2030. The Doha meeting marks the institution’s transition into its second decade and will address sustainable infrastructure, green finance, cross-border connectivity and the bank’s strategic direction going forward. An AIIB assessment found that nearly 70 percent of approvals in recent years have contributed to climate-related outcomes as the lender sharpens its focus on measurable development impact.

Hong Kong joined the AIIB as a member shortly after the bank’s launch and has engaged with its financing initiatives for regional infrastructure priorities according to government records. The Financial Secretary’s participation continues a series of external engagements that include recent visits to Beijing where he met mainland financial officials to discuss economic cooperation and Hong Kong’s role as an international financial centre. Such trips underscore the SAR’s efforts to deepen ties with multilateral institutions amid evolving global economic conditions.

Qatar’s selection as host reflects its growing prominence in international finance and infrastructure development with the country’s finance minister having been elected chair of the AIIB Board of Governors last year. The public portion of the program features keynote addresses and interactive panels that bring together policymakers, private sector representatives and civil society groups from multiple continents. AIIB reports indicate the bank maintains 111 approved members spanning six continents and continues to expand its partnerships with other multilateral development banks.

Discussions in Doha are expected to examine ways to attract greater private capital into infrastructure projects while advancing digital transformation and resilience against climate risks. The Hong Kong government statement emphasised that Chan’s engagements will cover both the formal governance agenda and opportunities for bilateral dialogue on shared priorities. These meetings build on prior AIIB-related activities that have supported sustainable development objectives across Asia and beyond.
