Qatar News Agency reported that Egyptian Foreign Minister Badr Abdelatty and Palestinian Prime Minister Mohamed Mustafa conducted a telephone discussion on August 22 focusing first on the situation in Gaza. The officials examined Egypt’s coordination with mediators to push forward the American peace initiative that calls for Israeli withdrawal, unimpeded humanitarian assistance, early recovery measures, reconstruction work, governance by the Palestinian National Authority and the introduction of an international stabilization force. Abdelatty outlined steps taken to support these objectives in the post-ceasefire phase. The Palestinian prime minister conveyed his government’s perspective on the requirements for successful implementation.

According to the same agency, the conversation then turned to conditions in the West Bank where the Egyptian minister condemned continued Israeli settlement expansion and acts of violence by settlers targeting Palestinian civilians and their assets. Abdelatty expressed particular concern over advancement of the E1 project, which he said would isolate East Jerusalem and sever territorial contiguity essential for a future Palestinian state. Egypt maintains its firm rejection of any annexation moves, population displacement or modifications to the existing status quo that could preclude a just resolution, the minister affirmed during the exchange. The discussion reflected Cairo’s consistent position on Palestinian rights.

A recent European Union report documented more than 750,000 Israeli settlers living in the occupied West Bank and East Jerusalem, accounting for approximately 15 percent of the total population in those areas. Israeli authorities moved forward in 2025 with approval of 3,401 housing units in the E1 zone adjacent to Maale Adumim, followed by tenders for an initial batch of 1,234 homes that closed in recent weeks, according to multiple monitoring groups. Construction in E1 has drawn widespread international criticism for its potential to divide the West Bank into disconnected segments. Rights organizations have highlighted the impact on Bedouin communities residing in the zone, estimated at around 3,700 people.

Egypt has emerged as a central actor in regional diplomacy surrounding the Gaza conflict, the Soufan Center for Strategic Studies observed in an October 2025 assessment. The country co-mediated multiple ceasefire agreements and hosted key summits, including one in Sharm el-Sheikh attended by President Donald Trump and other leaders to endorse the peace framework. Egyptian officials continue to engage with US envoys and counterparts from Qatar and Türkiye to address implementation challenges, a Reuters dispatch from mid-August indicated. This latest call with the Palestinian leadership aligns with Cairo’s broader efforts to bolster the Palestinian Authority and prepare for post-conflict governance arrangements.

Similar conversations took place between Abdelatty and Mustafa in early July 2026, when the pair reviewed preparations for an international donor conference and ways to strengthen Palestinian institutions, the Palestinian news agency WAFA reported at the time. The Palestinian Authority faces significant fiscal and administrative hurdles in extending its reach into Gaza under the peace plan. Economists have projected that reconstruction of the enclave could require tens of billions of dollars in international funding over the coming decade. The officials are expected to maintain close contact as the situation evolves.

The Trump peace plan, first outlined in 2025, set deadlines for hostage releases and a cessation of hostilities that were largely met through mediated talks in Egypt, according to Carnegie Endowment analysis. Remaining elements center on disarmament of militant groups and long-term security arrangements that involve regional stakeholders. Egypt’s border with Gaza positions it uniquely to facilitate movement of aid and personnel under the agreed framework. Continued diplomatic engagement at the ministerial level aims to prevent any backsliding on commitments made earlier in the year.
