The Ministry of Communications and Information Technology and HUMAIN signed the partnership agreement in Riyadh to develop advanced AI infrastructure capable of supporting high performance computing needs across the kingdom, according to the Saudi Press Agency. The collaboration focuses on enhancing data center capabilities, promoting local AI innovation and aligning with broader efforts to integrate artificial intelligence into government and commercial operations. MCIT officials described the pact as a key step toward building sovereign technological capacity that can drive economic diversification.
HUMAIN, established as a Public Investment Fund company to deliver full stack artificial intelligence capabilities, will contribute its expertise in next generation data centers and advanced models to the initiative, a Saudi Press Agency statement said. The company has pursued multiple collaborations in recent months to scale compute resources, including ventures aimed at multi gigawatt capacity over the coming decade. A Reuters assessment from December 2025 noted that HUMAIN holds a target of approximately 6 gigawatts of AI data center capacity by 2034 as part of its mandate to position Saudi Arabia as a regional technology hub.
The agreement builds directly on Saudi Arabia’s Vision 2030 framework, which identifies artificial intelligence and digital infrastructure as central pillars for reducing oil dependence, according to government planning documents. The National Strategy for Data and Artificial Intelligence, overseen in part by MCIT, seeks to elevate the kingdom’s global ranking in AI readiness while expanding the digital economy’s contribution to gross domestic product. Central Statistical Bureau figures show non oil GDP growth has averaged above 4 percent annually in recent years, with technology sectors posting faster expansion.
Both parties will collaborate on deploying high performance computing clusters, developing localized AI solutions with strong Arabic language performance and creating training programs to build national expertise, the Saudi Press Agency reported. The partnership also aims to facilitate technology transfer that strengthens domestic industry participation in the AI value chain. MCIT has maintained that such initiatives are essential to meeting rising demand for compute resources driven by expanding commercial and public sector applications.
HUMAIN CEO Tareq Amin has emphasized in prior announcements the necessity of purpose built infrastructure to handle demanding AI workloads while ensuring data sovereignty, according to statements carried by multiple regional outlets. The new agreement with MCIT adds to HUMAIN’s portfolio of public sector collaborations that include recent partnerships with the Ministry of Interior for operational AI tools. Industry analysis from Mordor Intelligence projects the regional artificial intelligence market to register double digit compound annual growth through 2030, supported by government led infrastructure investments.
Implementation details will include joint oversight of pilot projects that test integrated AI systems in priority sectors such as healthcare, energy and smart city development, the Saudi Press Agency said. MCIT will coordinate regulatory alignment to accelerate deployment timelines while HUMAIN focuses on technical execution and ecosystem building.
