Odisha Chief Minister Mohan Charan Majhi will lead a high-level delegation including State Industries Minister Sampad Chandra Swain to the investors meet in one of the world’s premier business hubs, according to reports published by OdishaBytes and Ommcom News on August 29. The visit forms part of a sustained campaign to draw foreign direct investment by positioning the eastern state as an emerging industrial centre with a supportive policy framework. Dubai’s selection reflects its role as headquarters for numerous conglomerates across the UAE and broader MENA region that could explore partnerships in Odisha.

The two-day programme will spotlight investment prospects in metals and downstream manufacturing, petrochemicals, green energy including green hydrogen, food processing, textiles and apparel, electronics system design and manufacturing as well as ports and logistics, the state government announcement detailed. Officials plan to arrange business-to-government sessions with leading industrial houses to convert interest into concrete project proposals. The outreach is projected to yield new investment intents that support large-scale job creation for local youth, according to the same government briefing covered across Odisha news platforms.

This international engagement builds directly on a major agreement signed in July with Abu Dhabi-based International Holding Company in collaboration with the Adani Group for an integrated aluminium project estimated at Rs 1.10 lakh crore that is expected to generate more than 53,000 positions while promoting green metals production, OdishaBytes reported. Majhi has already conducted domestic investor roadshows in Hyderabad, Kolkata, Ahmedabad, Vadodara and New Delhi that emphasised Odisha’s contribution to the national Purvodaya strategy for eastern growth. Those events helped establish the state’s credentials as a destination offering policy stability, competitive costs and streamlined clearances.

The upcoming Dubai meet echoes an earlier investors gathering held in the same city in June 2022 under then Chief Minister Naveen Patnaik that produced proposals worth more than Rs 21,000 crore with employment potential for over 19,000 people across infrastructure, hospitality, chemicals and food processing, The New Indian Express reported at the time. That 2022 event, organised jointly with FICCI and the Indian Embassy in the UAE, drew participation from more than 150 companies primarily from the UAE and MENA region. Many of the sectors highlighted four years ago align closely with the current list, indicating continuity in the state’s industrial priorities.

Odisha’s mineral endowment, which includes more than one-third of India’s iron ore and significant shares of bauxite, chromite and coal according to historical central government data, continues to anchor its manufacturing ambitions. The state has approved industrial and infrastructure projects collectively valued at tens of billions of dollars in recent years while expanding its single-window clearance system for faster project implementation. Senior bureaucrats accompanying Majhi will present sector-specific data during the B2G interactions scheduled for September 8 and 9.

The delegation is expected to depart for Dubai around September 6 or 7, providing time for preparatory meetings before the formal sessions begin, Pragativadi noted in its coverage of the announcement. Government planners aim to leverage the platform for targeted invitations to invest in value-added manufacturing and sustainable energy projects that align with both state and national development goals. Outcomes from the meet will feed into ongoing efforts to translate investment pledges into operational facilities on the ground.
