Commercial Bank and Invest Qatar announced the signing of a memorandum of understanding that creates a structured framework for joint efforts to attract foreign capital and simplify business establishment processes. The agreement pairs the bank’s financial products and expertise with the investment promotion agency’s mandate to draw international investors to Qatar, according to a joint statement. Under the terms, Invest Qatar will introduce prospective investors and companies to Commercial Bank while the lender commits to delivering customized banking solutions that address needs during setup and growth phases.
According to the announcement, Commercial Bank will offer tailored service packages, dedicated relationship managers and specific onboarding assistance for employees who relocate to Qatar as part of new investments. The two organizations plan to pursue collaborative projects including knowledge exchange programs, specialized publications and co-hosted events that highlight opportunities within the Qatari financial and business landscape. Both parties will also pursue technical integration between their digital systems to reduce the time and complexity involved in opening accounts for incoming investors.
The partnership arrives as Invest Qatar reported that the country drew $3.4 billion in foreign direct investment capital expenditure across 373 projects in 2025. Those projects represented a 52 percent rise in number from 2024 and created more than 15,000 new jobs, with over half the capital directed toward greenfield developments. A National Planning Council survey placed Qatar’s inward FDI stock at QAR 165.4 billion by the end of 2025, reflecting steady growth aligned with the country’s economic diversification objectives.
Fahad Badar, EGM Chief Wholesale and International Banking Officer of Commercial Bank, stated that “Qatar continues to strengthen its position as a leading destination for investment, innovation, and business growth.” He added, “Through this partnership with Invest Qatar, we are reinforcing Commercial Bank’s commitment to supporting the companies and entrepreneurs that choose Qatar as a base for their growth ambitions.” Badar continued that “By combining our banking expertise with Invest Qatar’s investment promotion efforts, we aim to make it easier for investors to establish and grow their presence in Qatar, while contributing to the continued development and diversification of the national economy.”
Jassim Al Naama, Chief Government and Corporate Affairs Officer at Invest Qatar, stated in the announcement that “We are pleased to expand our network of strategic partnerships through this collaboration with Commercial Bank.” Al Naama noted that “Partnering with leading financial institutions plays an important role in strengthening Qatar’s investment ecosystem and providing international investors with seamless access to integrated financial solutions and tailored support.” He added that “This partnership reflects our shared commitment to facilitating investment, creating new opportunities for businesses and supporting Qatar’s continued growth as a leading global investment destination.”
Similar agreements with other Qatari banks have formed part of Invest Qatar’s strategy to expand its ecosystem of financial partners, a Gulf Times report indicated. An earlier collaboration with Doha Bank established account opening within three working days for qualifying investors routed through the agency’s digital gateway platform. The Commercial Bank pact extends this approach by focusing on seamless digital integration and comprehensive support across the investor journey from initial inquiry through operational scaling.
Qatar has recorded further FDI stock growth in 2026, with inward positions rising 3.3 percent in the first quarter to QAR 172.2 billion according to National Planning Council data. The latest memorandum reflects ongoing coordination between public investment bodies and private financial institutions to maintain momentum in a competitive regional environment where investors evaluate regulatory ease, infrastructure quality and access to specialized services.
