The partnership, unveiled in New York on the sidelines of the Qatar Economic Forum held in cooperation with Bloomberg during the United Nations General Assembly meetings, will see Apex Group expand its footprint in Qatar with a new regional office on Lusail Boulevard. According to a statement distributed by Qatar News Agency, the office is expected to become the first privately licensed financial services firm in the country’s emerging financial district. The collaboration builds on Apex Group’s licensing and office opening in the Qatar Financial Centre in February 2026, when the firm became the first regulated asset servicing company in that regulatory environment. Qatar News Agency reported that the initiative aligns directly with objectives in the Third Financial Sector Strategic Plan.

Apex Group, which services more than 3.5 trillion dollars in assets worldwide, will support the creation of high-skilled positions in asset servicing, fund administration and associated financial activities, the joint announcement stated. The firm will offer local and international funds, including those based in Qatar, access to its integrated global platform covering investor services and middle-office functions. Through its Apex Digital 3.0 infrastructure, the partnership will introduce capabilities for next-generation fund servicing, digital asset operations and tokenized investment structures that leverage blockchain technology. A QCB assessment of the Third Financial Sector Strategy sets an 18 percent annual growth target for assets under management domiciled in Qatar as part of efforts to deepen capital markets.

The agreement establishes a framework for building local capabilities across fund administration and technology-enabled solutions while contributing to talent development initiatives, according to the statement from the parties. Apex Group will deliver professional training and graduate programs to help cultivate a skilled financial services workforce in the country. This focus on human capital development supports broader aims under Qatar National Vision 2030 to diversify the economy beyond hydrocarbons. Central Statistical Bureau data places the non-hydrocarbon sectors’ contribution to GDP at rising levels in recent years as such initiatives take effect.

Invest Qatar, the state’s dedicated investment promotion agency, framed the tie-up as a step toward positioning Qatar as a preferred destination for institutional investors, asset managers and family offices seeking regional operations. The announcement highlighted how the partnership will assist financial institutions looking to establish presence in Qatar with specialized middle-office and compliance solutions. Earlier expansions by Apex Group across the Gulf, including offices in Saudi Arabia, the UAE and Bahrain, provide a template for the Qatar rollout, a company profile on its website indicated. The Qatar Financial Centre Authority has welcomed similar moves that enhance the depth of available expertise in the jurisdiction.

Under the Third Financial Sector Strategic Plan issued by QCB authorities, the financial sector is projected to lift its contribution to national GDP toward a target of 4.7 percent by 2030 through measures that include capital market enhancements and fintech adoption. The Apex partnership will feed into those goals by introducing advanced digital tools and supporting the growth of venture capital activity within Qatar. Officials noted in the announcement that the collaboration also advances priorities around innovation, sustainability and governance standards embedded in the national strategy. Industry assessments from Oxford Business Group have pointed to the strategy’s emphasis on Islamic finance, ESG products and SME financing as complementary elements that could amplify the impact of such private sector partnerships.

The move arrives as Qatar continues to refine its regulatory environment to attract more international financial players while maintaining stringent compliance requirements. Apex Group’s presence is expected to facilitate greater institutional participation in local markets and provide a bridge for Qatar-based entities to global liquidity pools. Further details on specific job creation targets or investment commitments were not disclosed in the initial announcement. Qatar News Agency indicated that implementation will proceed in coordination with relevant regulatory bodies to ensure seamless integration into the existing financial infrastructure.
